Vermont Splits HVAC Into A1 And C3
Vermont issues no general HVAC contractor license. Instead the Department of Public Safety, Division of Fire Safety, licenses two relevant Electrical Specialist classes: A1 for automatic gas and oil heating, and C3 for refrigeration and air conditioning. Each needs 2,000 to 4,000 hours of specialty experience plus a passing exam, and federal EPA 608 covers refrigerant handling. So a full Burlington install may need a tech holding both the A1 and the C3.
New Buildings Must Heat With Renewables
Burlington enforces a genuine local rule beyond Vermont's energy code: the Thermal Heating Systems ordinance, Article 8-5, in effect since September 2021, requires a renewable primary heating system, a heat pump, wood pellet, renewable gas, or biodiesel, in all new construction, effectively barring fossil fuel as the primary heat source.
