The moderate-income bonus runs for installs completed by September 30, 2026, so timing matters on those jobs.

City Light discounts $300 to $600 at invoice

Seattle City Light adds an air-source heat pump instant discount of $300 to $600 per system, tiered by efficiency from SEER2 15.2 up to 16.0 and HSPF2 9.5, passed to the customer at invoice through participating distributors. DIY installs do not qualify. City Light also rebates $750 on a qualifying heat pump water heater, so bundle the two.

PSE adds up to $4,000 for conversions

Puget Sound Energy, the gas utility across much of the metro, pays $1,500 to convert electric-resistance heat to an air-source heat pump, $2,400 for income-qualified customers through Efficiency Boost, and up to $4,000 for income-qualified households replacing a natural gas system. One reported catch: starting April 2026 installs may need a PSE Trade Ally to stay rebate-eligible.

Do not call the code a settled mandate

Be precise about Washington's energy code. It is not a blanket heat-pump mandate: it requires all-electric water heating in new multifamily and steers space heating toward heat pumps through energy credits. And the whole framework is under legal challenge, with a state Supreme Court ruling expected around summer 2026 but not yet issued. The federal 25C credit is already dead.

No State Law Still Means Rules

Your state may not have a comprehensive privacy law yet, but that does not make your form a free-for-all. The FTC Act bans unfair and deceptive practices, and the FTC has gone after lead generators that dressed up data grabs as something else. So a checkbox that hides what you do with a lead, or a fake sense of urgency, is the kind of dark pattern the FTC treats as illegal.
