Rocky Mountain Power's wattsmart Home program pays $1,200 to $1,600 for an air-source heat pump conversion, tiered by efficiency to a cold-climate 8.5 HSPF2, plus $450 for a like-for-like swap and up to $1,700 on a ductless multi-head system. These are the current figures after a February 27, 2026 change. Only gas-furnace and electric-resistance conversions qualify.
ThermWise runs under Enbridge now
The gas utility's ThermWise program pays $300 for a 95-to-97-percent AFUE furnace and $350 for 97.5-percent-plus with an ECM blower, plus boiler and dual-fuel lines. One thing to get right: the utility is Enbridge Gas as of June 2024, not Dominion Energy Utah, even though local sites still say the old name. Quote the current program under the right owner.
The 25C credit is gone, quote around it
The federal 25C tax credit expired December 31, 2025, so drop it from any Salt Lake quote. And do not stretch Utah's R307-230 NOx rule onto furnaces: it caps natural-gas water heaters at 10 nanograms per joule in the nonattainment counties, not furnaces, and no furnace NOx cap exists here. Sell the live Rocky Mountain Power and ThermWise rebates instead.
Utah's S350 wants a million in coverage
Utah's Division of Professional Licensing issues the S350 HVAC Contractor classification, covering warm-air heating, cooling, and refrigeration work. You complete a 25-hour pre-license course, and specialty contractors skip the general Business and Law exam. DOPL's own page sets general liability at $1,000,000 per incident and $2,000,000 aggregate, plus workers' comp. Electrical and gas-line work gets subcontracted out.
Utah Kept It Light
Utah went the business-friendly route. The Utah Consumer Privacy Act took effect at the end of December 2023, and it does not make you honor a universal browser signal or get opt-in consent for most sensitive data. Instead a Salt Lake City homeowner can opt out of sale and targeted advertising, and you have to give them clear notice. So the bar is real but lower than California.
Notice Still Is Not Optional
Even under Utah's lighter law, your site owes visitors a clear privacy notice that says what you collect, why, and whether you sell it. So the quote form still needs a policy people can find, and an opt-out that actually works. And the thresholds are high, so a small local shop may fall outside it, while a growing multi-location contractor should plan for it now.
