NYSERDA EmPower+ covers up to $10,000 at no cost for income-qualified 1-to-4-family households at or below 80% of Area Median Income, and moderate-income homes can get up to $5,000. And Con Edison adds a $1,300 instant rebate on an ENERGY STAR heat pump water heater. So the income-qualified stack goes well beyond the base heat-pump rebate.
Local Law 97 Penalizes Your Carbon
Local Law 97 is a commercial driver unique to NYC. Buildings over 25,000 square feet, including co-ops and condos, face annual carbon caps and a $268 per metric ton of CO2e penalty for exceeding them. And because HVAC is typically 30 to 50% of a covered building's emissions, a boiler-to-heat-pump conversion is a direct compliance lever for your board.
Drop The Dead Federal Credit
Stop quoting the federal 25C tax credit on NYC jobs. The Energy Efficient Home Improvement Credit expired December 31, 2025, so treat it as dead.
