AEP Ohio's HELP covers low or no-cost HVAC and weatherization for households up to 300% of the federal poverty level, but applications are paused for 2026 and expected to reopen in the fall for 2027 assistance. And Columbia Gas keeps WarmChoice, free weatherization at or below 200% of the poverty guidelines, though that is a weatherization service, not an equipment rebate.

Ohio's IRA Rebates Have Not Opened

Two more incentives are not claimable yet. The federal Section 25C credit expired December 31, 2025 and cannot touch a 2026 install. And Ohio's IRA-funded HOMES and HEAR programs, designed to pay up to $8,000 per heat pump for households under 150% of area median income, got DOE design approval but had not opened applications as of mid-2026, with no firm launch date announced. So treat them as coming, not available.

Columbus Adds Its Own Contractor Registration

A state license is not enough inside the city. Columbus City Code Chapter 4114 requires its own contractor registration through Building and Zoning Services: your state OCILB license, a $25,000 surety bond, a $350 fee, and liability insurance naming the city. And any furnace or AC changeout or new install within city limits needs a Columbus mechanical permit, while properties out in unincorporated Franklin County permit through the county instead.

No State Law Still Means Rules

Your state may not have a comprehensive privacy law yet, but that does not make your form a free-for-all.
