Appalachian Power runs a second, richer track called the Home Performance Program, but it comes with strings. It pays up to $600 on a heat pump and up to $750 on a ductless mini-split, and income-qualified households add 25% more funding. But you first need a free WV home energy assessment, an Appalachian-Power-approved contractor, and electric home heating. So do not let anyone quote the Appliance and Home Performance amounts as if they were one number.
West Virginia's Big Rebates Are Not Live Yet
You cannot claim the federal Section 25C credit on a 2026 install, because it expired December 31, 2025. And West Virginia's IRA-funded HOMES and HEAR programs are still not open. The WV Office of Energy got DOE plan approval back in January 2025 and targeted an August 2025 launch that has not happened, and energywv.org itself warns that any claim they are available now is fraudulent. So spec against the live Appalachian Power rebates instead.
West Virginia Certifies Every Tech Individually
Since January 1, 2016, anyone doing HVAC work in West Virginia needs an individual Division of Labor HVAC Technician Certification, no matter the job size. And at the business level, the WV Contractor Licensing Board, headquartered right in the Capitol Complex, issues the Contractor License with an HVAC classification once a residential project tops $5,000 or a commercial one tops $25,000. That business license requires a ProV trade exam, the Business and Law exam, and a wage bond.
